Public Housing was established to provide decent and safe rental housing for eligible low-income families, the elderly, and persons with disabilities.

  • Public Housing is independent living which is owned and managed by the Housing Authority.
  • There are approximately 1.2 million households living in public housing units, managed by some 3,300 Housing Authorities.
  • The U.S. Department of Housing and Urban Development (HUD) administers Federal aid to public housing authorities that manage the housing for low-income residents at rents they can afford.
  • HUD furnishes technical and professional assistance in planning, developing and managing these developments

Conewango Towers

Built in 1973, “The Towers” has been home to hundreds of senior citizens and differently abled residents over the years. Located on the east side of the City of Warren along the Conewango Creek, The Towers is a 9 story high rise with 133 one and two bedroom apartments. As the Authority’s “Flag Ship Building”, The Towers is conveniently located within walking distance to downtown Warren, restaurants, shopping, the YMCA, community swimming pool, and public transportation.

Rouse Manor

Located outside the Borough of Youngsville, Rouse Manor offers a beautiful country setting to its residents. Rouse Manor has 37 apartment homes five of which are handicapped accessible. Amenities include: secure entry, air conditioning, brand new refrigerators and stoves, and bathroom and bedroom alarm cords.

River View Terrace

Formerly Allegheny Village, River View Terrace is located on top of the hill on Allegheny Drive in Conewango Township. It boast 53 townhouses with 6 two-bedroom, 34 three-bedroom, and 12 four-bedroom units. RVT has plenty of open space and two playgrounds. There is also plenty of parking for residents and their guest.

Brokenstraw Center

Located right outside of Youngsville Borough, Brokenstraw Center provides a tranquil, rural setting. Twelve townhouses with 2 two-bedroom, 8 three-bedroom, and 2 four-bedroom units comprise the development for families with children.
